Pieter Balthazar Bouttats (1666-1755) was a Flemish artist, primarily known for his work as an engraver. He came from a family of artists from Antwerp, including his grandfather Frederik Bouttats the Elder and his father Gaspar Bouttats, both engravers.
Bouttats trained within the family, learning the art of engraving from his father and his uncles Philibert and Frederik the Younger. In 1741 he became professor-director of the Academy of Fine Arts in Antwerp, a position he held until 1755. He was also dean of the Guild of Saint Luke in 1745-1746 and, after the separation of the Academy from the corporation in 1749, he was counted among the former deans in office who set its rules.
Bouttats's production is mainly focused on burin and etching engraving. Among his most famous works are portraits of illustrious figures, such as Empress Maria Theresa, her mother Isabella Christina of Brunswick, and her sister Maria Anna Archduchess of Austria. He also created devotional prints and illustrations for books, collaborating with various bookstores and publishers.
In addition to engraving, Bouttats also occasionally dedicated himself to painting. The painting under consideration represents a rare example of his ability in this field.
His inspiration comes from the landscapes of Jan Brueghel the Elder and Jan Brueghel the Younger, with whom the Bouttats family had a certain artistic affinity, as evidenced by The Garden of Eden made by Frederik the Elder (now preserved in the Royal Trust Collection).
The present landscape wants to evoke a later version of paintings such as Landscape with Mill and Boats of the Williamson Art Gallery and Museum, Birkenhead and the Spada Gallery in Rome by Jan Brughel the Elder or even the view of Jan Brughel the Younger of the Musée des Beaux-Arts de Valenciennes.
The landscape described here fits well into the Flemish landscape tradition. It is a panoramic view where the raised point of view allows a keen look at the countless characters depicted, caught in their daily affairs. Characteristic is the windmill that dominates the river scene, where some boats and a quiet shore occupied by some houses are described.
